Associate Superintendent for Academics
A native of Long Island, New York, with degrees from Doane College, University of Nebraska, and Kansas State, Dr. Joel has extensive experience as a superintendent in Kansas and Nebraska. Prior to his current role as Superintendent of Lincoln Public Schools, Dr. Joel served for ten years as superintendent in Grand Island and eight years in Beatrice. Located in the heart of the plains, LPS is renowned for its long-standing legacy of educational excellence: a district serving more than 40,000 students and 8,000 employees.
Knowing every student by name, strength and need is the promise of Highline Public Schools. Under the leadership of Superintendent Susan Enfield, the district is implementing a bold, four-year strategic plan that calls for at least 19 out of 20 students being proficient by third grade, passing Algebra by ninth grade and graduating bilingual, biliterate and tech-savvy, tech-literate.
A former high school teacher, Susan served as Chief Academic Officer and then as Interim Superintendent for Seattle Public Schools before joining Highline in 2012. She previously held leadership positions in Evergreen Public Schools (Vancouver, WA), Portland Public Schools and the Pennsylvania Department of Education.
Susan is a graduate of the University of California, Berkeley, and earned master’s degrees from Stanford University and Harvard University. She also holds a doctoral degree in Administration, Planning and Social Policy from Harvard’s Urban Superintendents Program.
Scott Bailey is the proud Superintendent of Schools for the Desert Sands Unified School District, which serves 29,000 students in the Coachella Valley of Southern California. Prior to his superintendency, Scott served in various teaching and administrative roles in districts ranging in size from 9,000 to 314,000 students. His career experience spans nearly 30 years, and includes teaching experience in Joplin, Missouri’s R8 School District, teaching and school administrator experience in Las Vegas, Nevada’s Clark County School District, and school and central office administrative experience in Reno, Nevada’s Washoe County School District. Throughout his distinguished career, Scott earned the distinction of Las Vegas Asian Chamber of Commerce Educator of the Year, and received numerous senatorial, gubernatorial, and congressional recognitions. In 2010, Scott was appointed to the Baldrige Board of Examiners by the U.S. Secretary of Commerce. A life-long learner, Scott has taught graduate level courses for Nova Southeastern University, and spent several years learning corporate structures as a part-time cast member at the MGM Grand Las Vegas. Scott is certified as a Six Sigma Green Belt by the Institute of Industrial Engineers, and holds four FEMA certificates in emergency response. His reputation for thinking creatively “inside the box” led to his recognition as a 2019 Superintendent to Watchby the National School Public Relations Association (NSPRA). He is passionate about continuous improvement, enjoys engaging in global professional learning networks, and serves on numerous local, state and national boards and committees.
